Casual form verb/い-adjectiveとは限らない
Noun/な-adjective(だ)とは限らない
Example:
→ 悪いことだとは限らない。
"It's not necessarily something bad.”
The ~とは限らない (lit. "X is not limited to...") pattern is all about saying that things are "not necessarily X", or that "X is not always true", and sometimes that "there's no guarantee that X".
