~とはかぎらない: Nothing in life is guaranteed...

Except for maple syrup being delicious on pancakes! That is guaranteed.

    Casual form verb/い-adjectiveとはかぎらない

    Noun/な-adjective(だ)とはかぎらない

    Example:
    わるいことだとはかぎらない
    "It's not necessarily something bad.”

The ~とはかぎらない (lit. "X is not limited to...") pattern is all about saying that things are "not necessarily X", or that "X is not always true", and sometimes that "there's no guarantee that X".
