The negative て form (～なくて) can be combined with はいけない to express that something "must" be done. This is not to be confused with ～てはいけない ("must not X"). Since ～なくてはいけない has two negatives, they cancel out and leave us with "must".
E.g. 食べる → 食べなくて → 食べなくてはいけない (must eat)
はいけない is a combination of the は particle and いけない, the negative potential form of 行く.
～なくてはいけない can be made more polite by conjugating ない to ません.

～なくてはいけない is formed by adding 「はいけない」 to the end of a negative て form of a verb
