~とみえる combines the と particle with the intransitive verb みえる.
〜とみえる is used to make a conclusive statement, based on objective evidence. Although often translated as "X seems like Y", 〜とみえる is best thought of as "Through some evidence X, we can view Y as Z".
~とみえる can directly follow a verb or い-adjective but requires だ to follow a な-adjective or noun.
