When こと comes by itself at the end of a sentence it indicates a rule or a command. ~こと can follow ~こと can follow a casual form verb or a noun with の attached.
E.g. この薬は1日に2回飲むこと。 "Take this medicine twice a day."
E.g. 9時前に出勤のこと。 "You must be at work by 9 o'clock."
~こと is often found in written rules, said by teachers/instructors to their students, or by bosses to their employees.
