~をはじめ ("Such as/Not only X but Y") is a combination of the を particle and the stem form of the verb 始める "to start; to begin".
The 〜をはじめ pattern is formal, and is used to name one representative in a group, and indicate that it is just one item on a larger list.
E.g. 京都には伏見稲荷神社をはじめ、多くの観光名所がある。 "In Kyoto, there are many famous tourists spots, such as Fushimi Inari."
