The ~ている場合じゃない・ではない pattern is used to express that "Now is not the time to be doing X". It is most commonly used when there is a different, more important thing to be done.
E.g. 昼寝している場合じゃないよ。待ち合わせは1時じゃなかったの? "Now's not the time to be napping. Weren't you meeting up at 1 o'clock?"
E.g. 親友が救急車で病院に運ばれたと連絡があった。カラオケに行ってる場合じゃない。 "I just heard that my close friend is being taken to the hospital in an ambulance. Now's not the time to be going to karaoke."
If used aimed at others, ~ている場合じゃない is quite strong in tone.
~ている場合 can be combined with ではない, or other polite/formal markers, but it remains strong in tone, and should be used sparingly in polite scenarios.
The ~ている場合か pattern can be used to form a rhetorical question: "Is it really the time to be doing X?". ~ている場合か is masculine in tone.
E.g. そんなことしている場合か。 "Now's not the time to be doing that, right?"
~ている場合かよ can also be used, but it sounds stronger in tone, and can potentially be quite rude.
