About
~ということだ is a combination of the quotation marker と, the verb 言う ("to say"), こと ("thing"), and the sentence ender だ (です is also possible in polite situations).
The ~ということだ pattern is a formal way to provide hearsay.
E.g. 宏さんは10分ぐらい遅れるということです。 "It seems that Mr. Hiroshi will be about 10 minutes late."
It can be swapped with ~とのことだ, which sounds slightly more formal.
E.g. お子様が無事生まれたとのこと、本当におめでとうございます。 "Regarding the safe birth of your child, my sincerest congratulations."
~ということだ must always have だ or です attached. This distinguishes it from ~ということ which is used in casual speech.
