The わけではない grammar point has two main usages: ① clarification, and ② partial negation.
This entry concerns usage ①.
わけではない attaches directly to casual form verbs and い-adjectives, or to な-adjectives/nouns using な・である.
わけではない can also attach to verbs/adjectives/nouns using という. This simply adds additional emphasis.
For usage ①, わけではない is most often used to clarify that "X is not the case", based on what the speaker believes the reader/listener thinks.
E.g. お菓子作りは好きだけど、毎日するわけではない。 "I like baking, but it's not as though I bake every day."
E.g. お酒は飲めないわけではありませんが、あまり好きではありません。 "It's not that I can't drink alcohol, but I don't really like it."
E.g. 肉が嫌いなわけではないけど、あまり食べないかな。 "It's not that I hate meat, but I guess I don't eat it that much."
