The ~Xからうと pattern is used to express "based on X/judging from X/(speaking) in terms of X", where "X" is a noun.

う may appear in any of its conditional forms (うと・ったら・えば) as well as in its て form.

E.g. わたし経験けいけんから言うと留学りゅうがくはしたほうがいいです。 "Speaking in terms of my experience, you should study abroad."

E.g. 部長ぶちょう性格せいかくから言って無断むだんやすむことはないはずだ。きっとなにかあったんだ。 "Based on the manager's personality, he's not likely to have taken off work without telling anyone. I'm sure something happened."

E.g. 実力じつりょくから言えば、スティーブさんがいとおもいます。 "Speaking in terms of ability, I think Steve would be good."

~からうと cannot directly follow nouns that refer to people, such as 「先生せんせい」 or 「観光客かんこうきゃく」. Instead, it can follow noun phrases such as 「(noun)の立場たちば」 or 「(noun)の性格せいかく」.
