The ~Xから言うと pattern is used to express "based on X/judging from X/(speaking) in terms of X", where "X" is a noun.
言う may appear in any of its conditional forms (言うと・言ったら・言えば) as well as in its て form.
E.g. 私の経験から言うと、留学はした方がいいです。 "Speaking in terms of my experience, you should study abroad."
E.g. 部長の性格から言って、無断で休むことはないはずだ。きっと何かあったんだ。 "Based on the manager's personality, he's not likely to have taken off work without telling anyone. I'm sure something happened."
E.g. 実力から言えば、スティーブさんが良いと思います。 "Speaking in terms of ability, I think Steve would be good."
~から言うと cannot directly follow nouns that refer to people, such as 「先生」 or 「観光客」. Instead, it can follow noun phrases such as 「(noun)の立場」 or 「(noun)の性格」.
