The ~も~ない pattern can be used to express that there is a low or insufficient quantity of something. More specifically, that an amount "doesn't even reach X value".
To form this pattern, も is attached to the insufficient quantity or category and is followed by a negative verb (commonly ある's negative, ない).
E.g. 買いたいけど、1円もない。
"I want to buy it but I don't have even one yen."
By following a noun that isn't a quantity, ~も~ない can also be used to say that "X also is not Y".
E.g. これはバナナではない。リンゴでもない。
"This isn't a banana. It isn't an apple either."
