〜上で is a formal piece of grammar that links two actions and has two main usages: "upon doing X,... Y", or "while doing X,... Y".
〜上で can attach to casual past/present form verbs, or nouns using the の particle.
This entry concerns the "while doing X,... Y" usage:
E.g. 日本語を勉強するうえで大切なことは何ですか。 "What is important when studying Japanese?"
E.g. 留学する上で、気をつけなくてはいけない事がいくつかあります。 "There are a few things to be careful of when studying abroad."
E.g. 美味しいカレーを作る上でのポイントは、野菜を大きく切る事です。 "When making delicious curry, it's important to cut your vegetables into large peices."
Notes:

The subject of both actions in a 〜上で sentence should be the same.

上で should not be used to link together two actions that have an obvious, or unchangeable order.
