というと・といえば・といったら are all combinations of the と quotation marker and conditional forms of the verb 言う, and have the following usages:

といったら in particular may be used to form "speaking of X"- type sentences:
E.g. 春といったら花見だ。 "When I hear spring I think of hanami."
As well as "X makes me think of Y"-type sentences:
E.g. 北海道といったら、美味しい牛乳を想像します。 "Hokkaido" makes me think of (lit. imagine) tasty milk."
~といったら can also be used to mark the topic of discussion, and emphasize how the speaker feels about it:
E.g. 通勤ラッシュの混み具合といったら、息もできないくらいだ。 "When it comes to the state of the rush hour (to work), it's (to the extent) that I can't even breathe."
