The 「~か(どうか)は~による」 pattern is used to express that something differs depending on the person/time/place/etc.
~かどうか can be used for "X depends on whether or not Y" sentences.
E.g. お酒で顔が赤くなるかどうかは、体質によって違うらしい。 "Apparently, whether or not someone turns red when drinking alcohol differs depending on their predisposition (to alcohol)."
~か should be used for any "question-word" (e.g. 何, どこ, いつ, etc.) sentences.
E.g. 何歳から車が運転できるかは、国によって違います。 "From what age you are able to drive, differs depending on the country."
The ~か(どうか)は~による pattern employs the は particle to denote the options marked by か(どうか) as the topic of discussion.
The ~か~かは~による pattern is used when we want to explicitly present two options, and express "which of these two options is X, depends on Y".
The ~か(どうか)は~による pattern can be appended with verbs such as 違う, 異なる, 決める, and 変わる. These will attach to よる's て form, 「よって」.
