上手 is a な-adjective/noun that can be used to describe one's abilities. Usually, 上手 is translated as "good at", or "skilled with".
We can use the が particle to attach 上手 to nouns, or nominalized verbs. (It is also possible for 上手 to follow は or other parts of speech, depending on the context.)
上手 should generally be avoided when talking about one's own abilities, as it sounds overly braggy.
You can negate 上手 using じゃない or ではない to express "not good at". This structure can be used about oneself without sounding braggy.
