じゃない and ではない can be paired with か to form "isn't it?" statements where either the speaker is unsure of something or is asking for confirmation. When asking for confirmation, the question is often rhetorical in nature.
As is always the case, じゃない is casual, while ではない is formal.
Instead of merely か, you can pair じゃない and ではない with ですか to make them more polite. This makes「じゃないですか」polite, and 「ではないですか」formal and polite.
