The godan verb がる can attach to an い or な-adjective, and turns it into a verb. This is most commonly done with adjectives of emotion or state.
In order to attach がる to an い-adjective, remove the final い.
寒い "cold" → 寒い → 寒がる "to act/show signs of being cold"
がる may attach directly to な-adjectives.
Usually, 「(adjective)がる」is used to talk about others, but the speaker may choose to use it to talk about themselves in order to create a more objective nuance.
Since がる always expresses that someone is "acting" a certain way or "showing signs" of something, (adjective)がる statements are based upon the speaker's perception.
