始める (not the intransitive 始まる), can combine with a verb's stem form to express that said action "begins" or "starts".
Unlike ~出す, ~始める is commonly used with volitional form verbs or actions that express the speaker's intent. On the other hand, ~始める is less commonly used (but still grammatically possible) in combination with uncontrollable or sudden events such as weather, laughing, crying, etc.
