始はじめる (not the intransitive 始はじまる), can combine with a verb's stem form to express that said action "begins" or "starts".

Unlike ～出だす, ～始はじめる is commonly used with volitional form verbs or actions that express the speaker's intent. On the other hand, ～始はじめる is less commonly used (but still grammatically possible) in combination with uncontrollable or sudden events such as weather, laughing, crying, etc.
