それでも is a conjunction that means "even still", "despite that", or "nevertheless", and is used to link two pieces of information together. でも creates a sense of contrast between the two phrases being linked, and so the second phrase is usually something unexpected or surprising.
それでも can either come at the start of a sentence, wherein それ refers to the previous sentence, or in the middle of a sentence, wherein それ refers to the previous clause.
