The ~ことは~が pattern is used to express that "X is true, but... (contrasting Y statement).
For the ~ことは~が pattern, ことは should be preceded and followed by two of the same verb/い-adjective/な-adjective/noun.
E.g. この薬は効くことは効くが、飲んだ後すぐに眠くなってしまう。 "This medicine does work, but I get sleepy right away after taking it."
E.g. 熱があったことはあったけど、そこまでひどくはならなかった。 "I did have a fever, but it didn't get that bad."
「が」 may be substituted for any other "but" conjunction, depending on the formality/politeness of the sentence.
な-adjectives/nouns should attach to ことは using な or である.
E.g. 大変なことは大変だけれど、終わった時に大きな達成感があります。 "It is difficult, but when you finish there's a large sense of accomplishment."
E.g. 残念であることは残念であるが、文句を言ってもしかたがない。 "It is too bad, but there's no use complaining."
When using the 「(noun)ことは(noun)が......」pattern, the noun being used must describe an aspect/attribute of something.
E.g. 今は満席なことは満席だけど、すぐ空くと思う。 "It is full now, but I think some space will open up soon."
