~っぱなし indicates that an action or state continues through time. Generally, っぱなし is used in sentences where the continuous action is negative or undesirable in some way. ~っぱなし can be used in neutral contexts as well, but not positive ones.
~っぱなし attaches to verb stems, and always with a small つ.
E.g. クーラーをつけっぱなしで寝たら風邪をひいた。 "I went to sleep with the AC on and I caught a cold."
In casual contexts, ~っぱなし can be shortened to ~っぱ.
E.g. またやりっぱじゃん。ちゃんと片付けてよ。 "You didn't finish again. Clean up properly!"
