The ~といっても ("Even if one says X...") pattern is a combination of the quotation marker と, the て form of 言う, and the も particle.
~といっても's main function is to clarify a previously stated piece of information, and often, to provide a contrasting statement about said info.
E.g. 明日は雨が降るといっても、朝に少し降るくらいみたいだよ。 "Even though (I) said it'll rain tomorrow, it seems like it's only going to rain a little bit in the morning."
~といっても can attach to any part of speech. Nouns and な-adjectives can optionally attach to と using だ.
E.g. その作業は、簡単だと言っても、時間と体力がいる。 "Even if you say that that work is easy, it still takes time and effort."
は can be added to form ~とはいっても, and provide additional emphasis.
E.g. この辺りは安全だとは言っても、気をつけなければいけないよ。 "Even if (you) say this area is safe, you have to be careful."
