The 〜ことにはならない (lit. "doesn't become X thing) pattern is used to express "doesn't mean...", and it is often combined with other grammar to express "just because X, doesn't mean Y", or similar.
~ことにはならない is commonly used to express that something isn't done "completely" or to a certain standard.
~ことにはならない can attach directly to casual form verbs/い-adjectives, or to nouns/な-adjectives using という.
E.g. 食器を洗ったからといって片付けたことにはならないよ。拭いて、しまうところまでやって。 "Just because you washed the dishes doesn't mean you cleaned up. Dry them and put them away."
E.g. 謝ったからといって、全ての問題が解決することにはなりません。 "Just because (you) apologized doesn't mean that every problem will be solved."
E.g. ピザを盗まれたからって、その人の悪口を言っていいことにはならない。 "Just because you had your pizza stolen doesn't mean you can speak badly of that person."
