About

に基もとづく is used to say that "X is based on Y", following the pattern 「Yに基もとづく,... X」.

🥨 〜に基もとづく attaches to nouns.

E.g. プロジェクトは計画けいかく書しょにもとづいて行おこなわれます。 "The project will be conducted based on the planning documents."

Various conjugations of 基もとづく are possible, based on the surrounding sentence. て form is very common, as well as 基もとづく's past casual or dictionary forms.
