Using the verb 巡る ("to go around") as its base, the 〜をめぐって pattern is used to describe that two or more parties are in conflict regarding a given topic.
Because it indicates conflict, 〜をめぐって is most commonly followed by verbs such as 「話し合う」・「議論する」・「争う」・etc.
〜をめぐって attaches to nouns, or to embedded questions (〜か).
E.g. 祖父の遺産をめぐって、家族で話し合いが毎日されている。 "The family is having daily discussions concerning their grandfather's inheritence."
E.g. ブラックホールの仕組みをめぐって、意見が分かれている。 "Opinions are divided regarding the workings of black holes."
