Using the verb めぐる ("to go around") as its base, the 〜をめぐって pattern is used to describe that two or more parties are in conflict regarding a given topic.

Because it indicates conflict, 〜をめぐって is most commonly followed by verbs such as 「はなう」・「議論ぎろんする」・「あらそう」・etc.

〜をめぐって attaches to nouns, or to embedded questions (〜か).

E.g. 祖父そふ遺産いさんをめぐって家族かぞくはないが毎日まいにちされている。 "The family is having daily discussions concerning their grandfather's inheritence."

E.g. ブラックホールの仕組しくをめぐって意見いけんかれている。 "Opinions are divided regarding the workings of black holes."

E.g. どのピザを注文ちゅうもんするかをめぐって、マイクたち口論こうろんをしている。 "Mike and his (friends) are arguing over which pizza they should order."

〜をめぐって is formal in tone, and is most commonly used in the news.

〜をめぐって can be written as 〜をめぐり in written contexts.

〜をめぐる and 〜をめぐっての can be used to connect two nouns.

E.g. 土地とちをめぐってあらそいはむかしからずっとある。 "Conflicts over land have been around for ages."
