The ~でできる pattern is a combination of the で particle and する's potential form (できる). ~でできる is used to express what something is made from and tends to be used when the material is obvious or can be discerned easily.
The ~でできている pattern is also possible. Compared to ~でできる which focuses on potentiality, ~でできている places more emphasis on the end result. (Think "made from" (でできている) vs "can make from" (でできる)).
これは一つの材料でできるディナーです。
”This is a dinner you can make with one ingredient."VS
