~としたら is a combination of the と quotation marker, and the たら (conditional) form of する.
~としたら is commonly used to create hypothetical statements where the second half features the speaker's judgment, opinions, or very commonly, questions.
E.g. マイクの話がもし嘘だとしたらどうする? "What would you do if what Mike said was a lie?"
としたら can also come at the start of a sentence, and refers back to some previous info.
E.g. としたらピザは食べれないね。 "That means we won't be able to eat pizza."
