The ~をもとに(して) pattern is used to describe that something was made/written/formed/etc., "based on X".
~をもとに(して) is most commonly used for newly created things, and attaches to nouns.
~をもとに can be used with or without attaching して. 「をもとに」 and 「をもとにして」 are essentially interchangeable, with 「をもとに」 being slightly more casual in tone.
~をもとに(して) can be used in casual, polite, and formal situations.
E.g. この映画は、実話をもとに作られている。 "This movie was made based on a true story."
E.g. ネットの口コミをもとに、地域のご飯屋さんのガイドブックを作った。 "(I) made a guidebook for local restaurants based on online reviews."
