The ~になる pattern is one of the most common ways to discuss decisions in Japanese. As opposed to ~に決める and ~にする, ~になる represents a decision that was made by someone other than the speaker or subject of the sentence. I.e. something that is decided for someone.
To use ~になる, simply attach it to a noun. This then becomes the noun that is being decided upon.
