About
~つもりだった (lit. "X was intended") can have two possible meanings, depending on what precedes it.
「(Present tense verb)つもりだった」 means we meant to do something, but didn't end up doing it.
E.g. それは完成させるつもりだった。 "I intended to finish that."
「(Past tense verb)つもりだった」 means we are sure that we did do something, despite evidence otherwise.
E.g. それは完成させたつもりだった。 "I thought I finished that."
