The ~に際して・にあたって patterns are used to express "before/when/on the occasion of doing X".
This entry concerns ~に際して in particular.
~に際して is stiff in tone and is generally used in official/formal situations.
~に際して can attach to dictionary form verbs, and nouns. Usually these are する verbs and nouns that may take する.
~に際して refers to the preparatory period of time "just before" a given action, and is therefore used with either future or current actions, rather than past ones.
E.g. 旅行するに際して、海外旅行保険の加入を勧められた。 "When travelling, it was recommended that I buy travel insurance."
