The ~にさいして・にあたって patterns are used to express "before/when/on the occasion of doing X".

This entry concerns ~にさいして in particular.

~にさいして is stiff in tone and is generally used in official/formal situations.

~にさいして can attach to dictionary form verbs, and nouns. Usually these are する verbs and nouns that may take する.

~にさいして refers to the preparatory period of time "just before" a given action, and is therefore used with either future or current actions, rather than past ones.

E.g. 旅行りょこうするさいして海外旅行かいがいりょこう保険ほけん加入かにゅうすすめられた。 "When travelling, it was recommended that I buy travel insurance."

E.g. こちらのシステムを利用りようするさい社員全員しゃいんぜんいんのパソコンをアップデートする必要ひつようがある。 "All employees must update their computers in order to use this system."

E.g. 万博ばんぱく開催かいさいするさいして、ボランティアスタッフの募集ぼしゅうおこなわれた。 "Volunteers were recruited in preparation for the world fair."

Compared to ~にさいして, ~にあたって contains a nuance of "in order to X", and is more commonly used for mental/emotional preparedness.
