The 〜ことにする pattern is used to express a firm decision. To form this pattern, simply attach する to a nominalized (with こと) verb or adjective using the に particle.
E.g. 行く + こと + に + する > 行くことにする "to decide to go"
Decisions made with ～ことにする always have an active agent: someone who does the deciding.
