その上・上に are used to express "on top of that"/"not only, but also"/"as well as", and link two pieces of information together.
その上 comes at the start of a sentence or clause: 上に links together two clauses.
E.g. セッターになるにはトスの正確さが欠かせない。その上、相手の動きを見る視野の広さも必要だ。 "Setting precision is indispensable in becoming a setter. On top of that, you need to have a wide field of vision with which you can see your opponent's movement."
上に links together two clauses:
E.g. 熱が下がらない上に咳も出るので、今日は仕事を休みます。"(My) fever won't go down and what's more, I have a cough, so I'm going to take today off from work."
E.g. 遅れてきた上に、謝らないとは何事だ。 "What on earth is (this person doing) not apologizing on top of being late?"
上に can attach to casual form verbs/い-adjectives or to nouns/な-adjectives using な・である.
