~ことだ can be used at the end of a sentence to express the speaker's strong emotion and/or emphasize the verb or adjective that comes before it.
We can approximate ~ことだ at the end of a sentence with "How; What a...; So..." in English.
~ことだ can attach to a past casual verb, a negative casual verb, or a casual form い-adjective, or a な-adjective with な attached.
E.g. 大雨のせいで新幹線が止まっている。困ったことだ。 "The bullet train isn't running due to heavy rain. How troublesome."
E.g. 好きなバンドのコンサートのチケットが3年ぶりに当たった。嬉しいことだ。 "I won tickets to the concert of a band I like for the first time in three years. I am so very happy."
E.g. この道だけ通行止めになっていなかった。本当にラッキーなことだ。 "Only this road wasn't closed. How very lucky."
